Title 24 ECC Rater and home inspector
The whole house, and the energy moving through it.
Home inspections with energy savings in mind. Michael Gill is a California Energy Code Compliance (ECC) Rater and an InterNACHI Certified Professional Inspector, serving Napa, Sonoma, Lake and Mendocino counties.
What gets checked
The energy side of the house
Energy is half the name, and it is real. Michael is a certified California Title 24 Energy Code Compliance (ECC) Rater, the role that used to be called HERS Rater, with a Nonresidential HERS Certification as well.
What Title 24 field verification can involve
Which of these a project needs depends on its scope, its compliance documents and its permit.
- Duct leakageTesting how much air the duct system loses, for projects that require it.
- Airflow and fan efficacyMeasuring HVAC system airflow and fan power where the permit calls for it.
- Refrigerant chargeVerification of the air conditioner or heat pump charge where required.
- Quality insulation installationChecking insulation before the walls and ceilings are covered, where a project uses that credit.
- Ventilation and indoor air qualityWhole-house ventilation airflow and related checks where required.
Home inspections with energy savings in mind.

North Coast houses, North Coast questions
From the Mendocino headlands to the Napa Valley, the weather and the history of a place show up in its houses. These are the things that get a closer look here.
On the coast
- Wood siding, trim and decks in fog and salt air
- Corrosion on flashing, fasteners and outdoor equipment
- Damp crawlspaces under older wood-frame homes
- Roofs and windows that take the wind
In the inland valleys
- Attic heat, insulation and ventilation through hot summers in Ukiah, Healdsburg and Cloverdale
- Cooling systems and ducts that work hard
- Wood heat and chimneys for cold nights
- Lake County homes rebuilt after the 2015 Valley fire, and decks and damp crawlspaces near Clear Lake
- Rural properties where wells and septic need specialists
Around Santa Rosa and Napa
- Rebuilt homes after the 2017 Tubbs fire, in neighborhoods like Coffey Park and Fountaingrove
- Seismic items you can see, after the 2014 South Napa earthquake: water heater straps, foundation anchorage, chimneys
- Older redwood-framed homes on raised foundations

What the report gives you
A written report that describes what was inspected, what was observed and what may need attention, in plain language.
- Each system described: what it is, where it is, and how it was inspected.
- Observations written so you can act on them: repair, monitor, or have a specialist evaluate.
- Notes on anything that couldn't be seen or reached, and why.
- Something you can take to your agent, a contractor or the seller.
Rooms and fixtures in the report
Water heater, garage
- What was inspected
- Tank exterior, seismic straps, venting, gas connector, and the temperature and pressure relief valve discharge line.
- What was observed
- Upper and lower seismic straps are in place. The relief valve discharge line ends well above the floor.
- Suggested next step
- Have a plumber evaluate the discharge line termination.

Questions
Does California license home inspectors?
No. California doesn't issue a state license for home inspectors. Michael's training and certifications are listed on the qualifications page.
What's the difference between a home inspection and Title 24 verification?
A home inspection is a visual look at a house's condition for a buyer, seller or owner. Title 24 field verification is testing that a permitted project's compliance documents call for, done by a certified ECC (formerly HERS) Rater. Michael does both.
